People kept saying she was mean, cruel, angry. But I feel like she wasn't. She was acting like how an admin should.
Was luna mean or misunderstood.

Very misunderstood I believe. I think we all associated her as cold and harsh because no one really knew her. She was always kept her distance, stayed out of group chats. Stuff like that.

She wasn't mean. She was doing her job as an admin. If she were to address people like Rayne did then no one would listen.
Rayne = the good cop
luna = the bad cop.
